This should ideally be close to 50 volts. This switch is designed to change your carts operating mode from normal operation to increased power for towing. There might be several reasons why a golf cart wont move in forward or reverse.
There is a slight change in the armature over time and reverse tends to work better over time.
If its a mechanical switch with a lever that part needs to be replaced. Take the FR switch out of the black housing under your seat. You have one solenoid that puts power through your forwardreverse switch. In such cases there are a few components in between the two that need to be checked.
